Fed Lowers Borrowing Costs for Second Time This Calendar Year Amid Financial Instability

The United States monetary authority lowered borrowing costs on midweek, marking the second reduction in the current year during economic turbulence stemming from the federal government shutdown and tariff policies.

Move Comes at Extraordinary Time for Federal Reserve

The decision to cut the benchmark interest rate by a quarter point to a range of 3.75% to 4% arrives at an extraordinary moment for the central bank. The institution has been under significant strain to cut rates even with ongoing price increases.

Central Bank Announcement Notes Labor Market Changes

In a announcement, the Federal Reserve said that the unemployment rate had increased but stays modest. “Employment growth have slowed,” the statement reads. “Inflation has moved up and remains moderately high.”

Government Shutdown Complicates Central Bank’s Task

The continuing government stoppage, now one of the longest in US history, has also complicated the central bank’s task. Collection of important financial statistics has been suspended without a timeline as staff at the Bureau of Labor Statistics are furloughed during the shutdown.

Data Gap Impacts Monetary Moves

The Federal Reserve typically studies BLS data to assess labor market conditions, including the number of new jobs added to the economy and the present jobless percentage. The most recent employment data was released in early September, prior to the closure, and gave a relatively bleak snapshot of the jobs market in the previous month.

The number of positions added to the market in August was lower by over 100k since the earlier season, and unemployment crept up to 4.3% – the highest since 2021.

Private Data Show Ongoing Slowdown

Though the bureau was set to release September’s job market report in early October, it halted its publication once the closure began. Private payroll firm a leading payroll processor reported earlier this month that the private sector eliminated thirty-two thousand jobs in last month, a sign that the job market is still decelerating.

“Both the supply and demand for workers has fallen significantly,” central bank head Jerome Powell stated earlier this month, a trend he had previously said comes from immigration and tariff policies.

Inflation Report Shows Moderate Increase

Though BLS’s employment data has been paused, the bureau still issued its price statistics for September that showed that costs are rising, although gradually. Prices rose three percent over the past twelve months, the peak since January. In spring, the annual inflation rate was two point three percent, the minimum it has been since three years ago. The Fed’s target inflation rate is 2%.
